Hmm, gets tricky. The problem is that the the state themselves is giving us a native ben use value of "irrigation" & "other", with the only indication that these would be a "WaDE Primary Use Category" = Wetland Irrigation is the owner name. So we would labeling a ben use on owner name value inputs. In order to make this work we would have to do a similar approach as our OwnerClassicationCV and use exact keywords on these records. If those keywords change for any reason on the state side, this will break.
Not impossible. Let's discuss use case.
So it seems we have 600 water rights across the West that meet this criterion, probably not much to create a whole new ben. use for them. I'll reach out to the Fish and Wildlife folks and see what they think
Problem There is a pattern where water rights held in the name of Owner Classification=Fish and Wildlife Service (USFWS) have a native State Beneficial Use=Irrigation. See two examples below. This is not "Agriculture Irrigation" but more of an "Environmental or Wetland Irrigation." These are two very different uses, and mixing them needs to be clarified.
Soultion We probably should add a new "WaDE Primary Use Category" = Wetland Irrigation."
