Review RE data for ReportingUnitTypeCV #289

The ReportingUnitTypeCV for re data should be the type of the geospatial area (i.e., county, huc, basin, etc) and should NOT match the RegulatoryOverlayTypeCV.

Need to go back to each re project and make this update. If unknown, set ReportingUnitTypeCV = "WaDE Blank"
