New TX Water Right and Water use data #295

Not able to get any site information.

However, I was able to copy by hand the WaterUse table, which SHOULD relate to water rights via the Water RightID column. We should be able to pair this timeseries info with the site info from the TCEQwr project.

This WaterUse data SHOULD be the same as from the TCEQwr project. However, doing a quick comparison some the records don't match up. Poissble that this WaterUse info has been updated since the last time. Might be worth updating the TCEQwr project with this new WaterUse info.
