Translate existing ssps projects to new Water Use data. #326

Let's try to translate (convert?) our existing ssps projects (e.g., CA, NM, TX, UT) into a more generic water use. Ideally, we want to include these into our next grant and squeeze them into our latest site-specific WestDAAT demo.

We would consider these to be time series data, not related to a water right (similar to our ssro data).
