AZ regulatory data #49

The fourth data type in WaDE is "regulatory overlay" data. It reports all sorts of compacts, legal boundaries, districts, conservancies that have authority over water rights and management within any geospatial boundaries (polygons, i.e., reporting area). We tested the design using the Colorado State simple dataset for their own regulatory overlays but now its time to load the QA database with actual larger data. We very likely need to revise some of the metadata requirements here based on the new data below.

Here is our key motivating use case for organizing this type of data. What are the regulatory overlays that are in effect across the Colorado (or Colombia) River Basin states? The RegulatoryOverlay_dim table contains some metadata to filter the query or visualization. In the end, it should show all sorts of color-coded polygons across the seven Colorado River States. An example benefit of such a use case query is to invite all involved folks into a roundtable. It should be growing into a very interesting database for sure exciting :sunglasses:

Lets talk about which regulatory area(s) we want to focus on the most. For example, what's the difference between AMA & INA versus the Surface Watershed? Why is having one better than having the other? Do we need all six? Of those six, which are the more important ones?

"Irrigation District: A political subdivision established as a special taxing district for either agricultural improvement or irrigation and conservation purposes. Irrigation districts often manage water deliveries on behalf of numerous farmers."

These seem like special groups with some privileges more than governing agencies. Will remove for now.
