Add other major basins polygons to the water rights app #10

Let's add these other basins to the water rights app (e.g.., Missouri)

Nice job! I just realized that data for South Dakota needs to be included here as well

We also need to add

  1. Arkansas River Basin
  2. Pecos river basin (is it already included as part of the Rio Grande basin we have?) There is a lot of interest in the Pecos. So we probably need to add it (even on top or as part of the Rio Grande).

Then, would you deposit all these basins' shapefiles here for DPL to use? https://github.com/WSWCWaterDataExchange/WaDE2.0Apps/tree/master/CreateAppShapefiles
