Transition Payload to Platformio

Reminder to transition Payload Electrical code to Platformio.

Requires few prerequisites:

• [x] Configure a platformio project in home directory
• [x] Configure a board environment (in 'platformio.ini) for RP2040
• [x] Include all necessary libraries for main.ino compilation in configuration
• [x] Build main.ino
• [x] Upload to physical RP2040
• [ ] Verify output via pio serial monitor from physical RP2040

It appears PIO does not correctly compile a build that works with RadioLib when run for the RP2040. Closing for now
