Is mandatory an Internet connection to run the AVideo-Encoder? #439

I am a researcher and trying to install the system in an Riverine area (without Internet). So when I connect to Internet in the capital the decoder runs ok, but when I am without Internet (off line) it not works. Can anybody help me?

The projeto will help the riverine population in Amazon.

I can confirm there is something pulling from external sources. I will fix this soon and send you updates.
