Some but not all playlists fail to load using playerEmbed.php, requiring a login

Describe the bug I've got >100 playlists that I'm embedding into a site using plugin/PlayLists/playerEmbed.php?playlist_id=XXX

For some, but not all playlists I am getting a login screen and an error that "you cannot see the playlist".

To Reproduce Steps to reproduce the behavior:

1. Go to Organize Program.
2. Create rather a lot of programs.
3. Save the HTML div/iframe code for use in external CMS.
4. Observe that some, but not all playlists are failing as below.

Expected behavior All programs to be able to be played without login required.

They are both playlists of the same user. I do not see how I set some of the playlists to require login.
