Is there a plugin that can create shorts or reel just like Youtube or Facebook? If not, can we create a plugin for that?

There is a Shorts plugin that works only with the Gallery first page mode

i was looking a plugin similar to Facebook reel or tiktok or Youtube short where you can extract videos from your video library or record for short.
