Vagrant Based Development setup doesn't work on Microsoft Windows #1

I tried to set up a GabSocial Development Environment using Vagrant, Virtualbox on Windows. But it doesn't work. The app doesn't load as it complains that DB migrations weren't fully run. Can you please help?

I have no idea how to help you on this, and I am not sure if the source code that Gab released is usable out of the box, as I do not know of anyone having ever setup their own instance of Gab. I put this up for informational and archive purposes for anyone that wanted it with the metadata of the changes.
