Support tags for Stories #28

try to go with linkedin style for tags creation. @ZhangHanming db must support tags also

Everything related to story will be postponed to later stage since wiki has higher priority.

To be more specific, Stories should be tagged/categorised by country and/or university, along with additional tags that we can come up with (e.g. academic, travel, attractions, etc). This is to display more relevant posts to users, and allow them to filter them as well.
