Linux: Add library to path via /etc/ld.so.conf.d

What steps will reproduce the problem?
1. Follow the system-wide installation instructions in INSTALL.
2. Attempt to run a game.

What is the expected output? What do you see instead?
The process cannot find libgarglk.so and exits with an error.

Possibly we can tweak the Jam files to create a gargoyle.conf file under
/etc/ld.so.conf.d which contains the path to _LIBDIR.

If this is possible, can we also add garglk.ini to /etc ?
