Adding IHME pipeline running code #2

This is still a V1/WIP and needs some fleshing out as to why some params are set to their values, but is in a usable + working state.

Uses BasicModel from curvefit, still need to explore the other ones
use params.json as a config for parameters into run_pipeline.py, which takes the key to params.json as a command line argument
see readme for how to use
doc with results so far will be coming ASAP
