Added base uncertainty class #31

made main/seir/uncertainty and added all the classes to __init__.py
removed main/seir/uncertainty.py
already had moved what-if functions to main/seir/forecast.py (this is already on master, not in this PR)

gonna remove gen_forecast_report from this PR there is some git snafu between me pushing, mihir overwriting, and my making this PR and all the notebooks ended up here
