3G Native Video call dialer for Froyo

What steps will reproduce the problem?
1. Froyo 2.2 does not have a 3g video call dialer in it. Is google working 
towards developing a 3g video call dialer (cell to cell)for Froyo since it has 
been provided in Gingerbread and as google now knows how to embed 3g video call 
dialer, is there a plan for a 3g video call dialer for froyo.I have searched 
entire internet and there is no information of any 3g video call dialer there.
2. I bought a handset with Front facing camera and it is of no use for me 
because I can't make 3g video call to other mobiles where as my service 
provider provides full 3g video calling cell to cell on their network. Let me 
know how it is going to be fixed and if not what is the reason it is available 
with different vendors on Froyo.
