Camera's upper bound is always ignored

(i thought i logged this on github but i don't see the issue? maybe i'm losing my mind)

You can see in this screenshot: —Upbound is 150 —The camera is passing its bound of 150 —The camera is making no effort to correct this error

What gives!

Happening in Midship too. I'll change the name of the issue since it's not just Tom room. upBound is never honored.
