uptime and modem usage updates stop when arduino is down #288

We're updating the uptime and modem usage counter inside of the SensorDaemon. If the arduino is down or disconnected, the code doesn't run, and our counters do not get updated.

Moved the uptime and modem usage updates outside of the arduino try block.
