aún está en las especificaciones, y aún muchos sitios lo usan. Si alguien que ya lo tiene en su HTML usa este framework puede tener problemas entonces.

por otro lado debe ser reseteado, más adelante se le da formato, pero ese formato es ajeno al reset.

was officially removed from the spec on April 16th, following this decision:

it won't be used anymore, but, can we use a css framework for already created sites? Meaning an old site with his HTML created. If not, <hgroup>
should be removed.

Essentially hgroup was dropped because nobody was using it, and nobody was using it because it didn't really serve any clear purpose.
You are correct though, there's no harm to leaving it in place. If removed then a browser will either ignore it completely or apply it's default behaviour and treat it as a block-level element; it has no styles applied to it.
I closed this, finally removed since W3C did remove it completely.
