no accept after severeal partial connect #622

What steps will reproduce the problem?
1. tst_srv on x86/zrv
2. nmap -p7770 192.168.0.99 -sS about 10 times 
3. echo -ne test | nc 192.168.0.99 7770

What is the expected output? What do you see instead?
Last command should be accepted by tst_srv, instead, accept is not happens
