You can use stealth while affected and it is dispellable. Not sure how it really is but im pretty sure you cant stealth while having it on.

on Classic WoWhead it seems to not disable stealth, but rather make stealth completely useless: https://www.wowhead.com/classic/spell=9991/touch-of-zanzil

Did you test if stealth prevented mobs from seeing you or not?

No, i didnt test if mobs see me

it always was dispellable.
