[NPC Spell] Plague Mind from Brain Eater #566

"Plague Mind" spell appears to have no cooldown or the mob AI from Brain Eater is incorrect. If you dispel the debuff, he will immediately recast it everytime. It does not follow the AI of other mobs that put debuffs, they do so generally once and don't re-attempt.
