PvP level difference #754

pvp level difference is too penalizing (block, dodge, parry, miss, resists). Shouldn't be as harsh as in pve.

I'm sure PvP resists should be lower than PvE, it's very skewed as melee don't experience nearly the same block/parry as caster does resist vs higher level players. It's hard to find videos from vanilla with the level difference show this, there is a video of a group of level 1-5's lightening bolting a level 11 and it doesn't seem like they resisted many before dieing https://www.youtube.com/watch?v=Y0FinDuvh7M&t=179s (2:59)
