Rebases master and #2943, fixes merge conflicts so we can have the perf fixes on the blaster branch.

Additional enhancements to the work started in blaster-time in PR #2926.

@slfritchie I tested this and I get the perf I expect, have a quick look at this and make sure I didn't drop anything important while making the merge changes.

Jonathan, thanks for resolving the merge conflicts, but the shutdown timers are not coordinated correctly. The drift between the original blaster-time PR and the master branch was icky, my apologies for that.

If the new #2943 is ok, then let's use it.
