Make Wallaroo default targets configurable #3136

allows for overriding default targets in rules/Makefiles which inherit the base Wallaroo Makefile/rules
has no impact on the wallaroo targets unless turned off

@aturley @jdeaver @jtfmumm I just need a single person to confirm that the default targets (make build or make test should suffice) work as expected with this change

@aturley Can you try running make test on this branch for outside verification? I ran into problems not specific to this branch I need to look into.
