feat: webhooks 2.0

Description

Adds webhooks 2.0 support to server.

Still needs a few TODOs tweaked, but overall is ready for review.

Resolves #1

How Has This Been Tested?

Locally with test suite.

Deployed to dev environment and ran integration tests.
