feat(ci): bumping shared `ci_workflows` version to 0.2.11 #683

Description

This PR bumps the shared GitHub Action workflow ci_workflows version to the latest 0.2.11 to support fetching private repositories (submodules).

This is required for the #681

How Has This Been Tested?

Tested by using the branched version of the workflow in the #681 draft. CI was successfully passed.
