build problem on Cygwin #334

What steps will reproduce the problem?
1.download the 3.0.7 version of pyodbc, cygwin 1.7.22, unixODBC 2.3.1
2.Try to build and install using setup.py install

What is the expected output? What do you see instead?
Instead of a successfull installation I get a list of errors that I copied in 
the attached txt file.

I'd be very gratefull for help as I don't understand the error messages.

I get roughly the same error with MS ODBC.

First a fail on the CDECL - and if I comment out the windefs.h include I get a 
second failure with conflicting ULONG declaration (unsigned int vs unsigned 
long).

I'm using 64bit windows 7, cygwin setup 2.831.
