Lichess had the problem before, but according to Toad they "eventually just threw lots of CPU power". I don't know if we can do that for Lishogi. Another problem is that downvoting might not be enough, especially for higher rated puzzles that only a few people encounter. Maybe a "report" button for puzzles is a temporary solution here. Or the aforementioned "throwing CPU power", but only for existing puzzles.
