Block quote footnotes #308

Is there anyway to switch the footnotes in block quotes to appear at the bottom of the page (with all the other footnotes) rather than directly below the block quote itself? I've looked and looked and can't seem to figure it out.

--reference-location=block|section|document

    Specify whether footnotes (and references, if reference-links is set) are placed at the end of the current (top-level) block, the current section, or the document. The default is document. Currently this option only affects the markdown, muse, html, epub, slidy, s5, slideous, dzslides, and revealjs writers.

I'm having the same challenge using the eisvogel template - a footnote in a blockquote will pull in the key to the block itself rather than at the end of the page. No matter if I put reference-location: document in the defaults file, or the page yaml, or the command line.

Here's an example:
