Absurdly frequent notifications for weather vigilance alerts #467

When there's a vigilance going on, I get, like, a notification every 15 minutes. That's very annoying.

My refresh rate is set to 1 hour, and I get a notification every hour. Is your refresh rate 15 minutes? The multiple alerts all have the same datetime so I assume it's a single notification from the weather service. There must be a way to avoid this in the app.
