Merging the branch "b_mkdict2" to master

In the branch "b_mkdict2", upgraded version of MakeDictionary was developed.

No more need to check start offset of each version of IMGT.
More sophisticated way to set genomic position(+additional information) to markers has been introduced.
Including indel into dictionary or not can be chosen by newly introduced flag.
Complementing reverse strand HLA
The script "MakeMap.py" is deprecated. Now "MakeDictionary_v2.py" embodies that module.

It will be integrated to HATK.
