FOF Speed Buffs Issues #34

Spent the last 5 hours trying to figure out how to make it where I can "detect" buff changes to speed then apply them to the file above.

I should probably go check old war3source code, because FOF is similar to the older code...maybe even closer to L4D?

So, as of right now... buying boots is a waste of money in FOF.
