Actually, I simplified it. The spirit and decay mechanic will mean all of the spells are the same, but they will change your disposition depending if you cast them in spirit vs decay. I've moved the spirit/decay focus to be more on the shaman's overall effects rather than spells. Having good disposition can inflict bonuses, but bad can inflict maluses. But why would a player want to pick decay then? Because decay spells will cost less mana and have some other positive effect (either it will be more powerful, or it will have a shorter cd)
We need to decide whether the spirit and decay mechanic is worth working on. In order to make it work, we basically need to have three effects for each elemental spell and perk: one for spirit, one for decay, and one for control. This is a LOT to do. Furthermore it just isn't very flavorful for other casters that would use this magic like Warlocks (fire) mages (fire, ice, lightning) etc. There is opposition to adding new trees for mages (See #1308) but that could all be put to rest by just quashing this whole system for now.
