Necropolis for Shadowlanders #1123

Knights of the Ebon Blade used Acherus, but they weren't the nerubians and certainly did not believe in the death God. Now the Necropolis can be used by nerubs or believers in the death God. I suggest adding the ability to ACTIVATE (not build) necropolis if you are Shadowlanders or have an undead culture

hmm, since I put shadowlander as a general non-scourge necromantic religion before shadowlands were even revealed, maybe the generic undead can be turned into Maldraxxian (Necrolords; dark, but not outright evil, warlike religion from which Death God is an offshoot, also their architecture seems to be retconned to be based on shadowlands' instead of nerubian) and Torghastic (Jailer; evil religion) as a separate one.
