[SUGGESTION] | Make Genocide/Purges be a Law Decision #1814

The decision to genocide an entire province is really easy, and is universal amongst all 'aggressive culture' vassals, and it isn't great rp, and it isn't exactly great either that my vassals keep starting 20 different race wars while I am in the middle of conquests.

As a suggestion, I think things like genocide should be based more in law, with increasing numbers of consequences and limiting the really sudden and very aggressive culture changes; (1) No Genocide - Maybe a passive which gives like +5 opinion or something. (2) Bounties - Unlock of minor county decision to place bounties on bandits, which exchanges gold for a bounty modifier which gives a tiny chance of culture change and reduces revolt risk. (3) Intermingle - Unlock of county decision which intermingles population into ruler culture/race. County modifier hooked onto rare group of events which can change culture via decision to spend prestige, piety, or gold. (4) Colonize - Unlock of county decision which colonizes province and displaces native population. Modifier of increased revolt risk and drastically reduced levies and taxes, but after 75 years, the province becomes main culture and faith. Several decisions should reset efforts. (5) Purge - Passively reduces opinion by X amount, not sure if -40 is too much. Gives purge option, but is modified county decision which causes severe depopulation as much as cause severe revolt risk and nulls taxes and levies. Takes 10 years.
