Give trolls the Monastic Feudal government type that came with Jade Dragon and was given to Tibetan cultures. Playing the Zandalari and giving away titles to vassals can be very annoying, because the game restricts you from getting too many theocratic vassals. It would also be very fitting for Trolls.
