Black Tower of Arkhan Landmark #16

Issue: Should the garrison provided by The Black Tower of Arkhan be thematic, and provide a 20 strong army that's made up of Arkhan's VC units?

I've tweaked the landmark garrison already, but I could add more units so they also replace the garrison provided by the main settlement chain.
