message_censor doesn't censor enough #304

While the message_censor admin command does censor all messages containing sensitive information correctly, it doesn't censor the notifications which repeat said message content. As such, the message_censor tool needs to be able to also censor a message's associated notification (likely by just deleting any notifications containing that sensitive data).

(This isn't as urgent as it may sound, as the notification will typically be deleted within a week anyway...)
