Computer out of rescures in the beginning

Computer out of oil in the beginning of the game, please see attachment. When playing the game, the last v. and the v. before, the computer stop building, because out of oil, i guess this i a bug? As you se, the computer cant continue, the building of the powerstation is half made, and he i out of money. I tried to play in "aliert" mode, and it happen again, he cant cont, out of oil. I transfered some oil from me, and this was enough that he was building one powerplant, and than starting to make his ovn oil.

The yellow player on your photo has both a complete generator and at least two derricks captured. He does have positive oil income.

Replying to Warzone2100/old-trac-import#4144 (comment:1):

The yellow player on your photo has both a complete generator and at least two derricks captured. He does have positive oil income.

Ok, same happen again, computer cant cont build, now power, see screendunmp. On the picture it looks like one power plant is ok, but its not. I have saved the game at this point, possible to send the save game, and you can see your self, if you dont trust a player, who have played this games from the old beginning. )

Another thing, in multiplayer, if set alied on, possible to get alied with all A1 players, and than you get message game is completed.

My crystal ball is broken, sorry. So please quit hiding the details of your problem as a if it's some top secret material and make a proper report already, at least zip and attach your savegame (file and folder), or tell what game setup you are using (bases, tech level, power level, any mods, last but not least - what AIs, out of the 5 available, are you using).

Anyway, commits 7028b0209b and f50c0366f9 in master were supposed to fix such problems for Nexus and Semperfi.

Should I cherry-pick them to 3.1? Or we are no longer fixing it?

Please see attached savegame. Game setup: difficulty hard, tech level T3, map Sk-Thepit, no scavengers, no alliances, high power level, start with no bases, structure limit no laser satelite, one A1, Nexus
