Improvement for the observer menu. #2322

1) The current window displays the total number of weapon upgrades. It would be much more convenient if the display was divided into damage, accuracy, reloading. And it would look like 1/3/2 (accuracy / damage / reload) and not 6.

2) Add killed units. Now for this it is necessary to open a diplomacy window.

For a well made observer menu we can always look at established ones like the one in StarCraft II or Age of Empires II. I'll see if i can provide some screenshots here for inspiration.
