Making early rockets scale better #3433

Hello, IMHO rockets could use one step between mini rockets and Lancer, as there is a huge gulf of power and performance between the two.

Therefore I'd like to propose a thematically friendly "Twin Mini Rocket Pod" in a similar vein to similar designs already in game. This can be applied both as vehicle mount and tower, providing a quick way to gain additional firepower before scaling up to Lancer.

Another way to scale better if needed for balancing to achieve this would be to buff the research techs that apply directly to mini rocket pods, keeping the same weapon. "huge gulf of power and performance between the two." - they certainly behave quite differently.
