Super scavengers overpower Nexus AI - might need some rebalancing #3434

Super scavengers are a great idea and I love them on the latest Windows Store build, however they might need a little tweak. The power scaling is mostly fine, however I feel that they gain air power relatively soon and they don't seem to need to go back to rearm.

While a nice challenge for the player, this usually proves too much for Nexus AI, which on some maps gets absolutely crushed by the scavengers when starting from base tech, I don't think this is intended.

In Cam Nexus is very challenging, the ultimate final opponent and boss. MP Nexus is ... Braindead. It goes back a ways, but I plan to drastically improve all his capabilities that will too, fix this.
