Include item frame rotation protection against non-allowed players #113

Dear author and contributors,

I want to request a the additional protection of item frames. I noticed, that my players quite love to troll each other. They like to rotate the item frames, especially in big item storages - and that can be annoying.

I know, that this is not a top priority, as it is just a enhancement / feature request. Also, you have any right to dismiss that idea. But I'd like to see that in a future update, and I believe, that other users would like that too.

Wrote some code for this on this branch. Turned out particularly ugly because the event for this only exists on Paper.
