XClaim can't able to be activated again when you do /xclaim restart #132

I do know that it's experimantal but when i tried to restart this error popped up message.txt

Hot reloading is not properly supported by Paper and I was kind of dumb to promote it as much as I did. Paper specifically added a patch to prevent plugins from doing this, which I fully support. However, simply allowing the reload to fail is not good functionality for the command. I'll leave the issue open as a reminder to change this.
