Adding in some bylaws and organization URLs. #32

Interestingly, I think this takes care of both #2 and #3?

@bahoo - I was thinking we should have two objects in the JSON for Bylaws: one for the bylaws on the organization's website (source of truth) and one of the bylaws copy/archive that Chad has collected. Thus:

If the org updates their bylaws, that will be primary
If the org website goes down, there will be the back-up copy/archive

If that sounds good, I'll merge and then add another PR. /cc @Chadlupkes for his two cents

To differentiate between a direct link to an organization's bylaws and an archived/backed-up copy, I've added an orgBylawsArchive field to the Orgs spec.
