Remove IBinaryStreamWriter.
Move all of BinaryStreamWriterExtensions into BinaryStreamWriter.
Let BinaryStreamWriter use an intermediate buffer to reduce IO ops.
Add signed ReadCompressedInt32, fix ArrayTypeSignature read/write to use signed compressed integers.
