This PR removes zh-tw locale from docusaurus config

Thank you for the PR.

After negotiating with the maintainers, I think we can keep the zh-tw version on the new docs. Because even if we don't translate the content to zh-tw, the users still can see English content, which won't bother the readers. So I'm going to merge this PR.
