Cache refinement (and others)

Looks like a big PR but is in fact not, just cleans up a handful of things so I can retire in peace:

Caches most stuff at process exit instead of while the app is running
Fixes some caching for areas for those not using koji
Removes any usage of node's native fetch and just replaces with node-fetch, since it was already being used anyway
postinstall script to ensure a masterfile exists
try/catch block around the favicon plugin for users who don't understand docker
The rest are type refinements
