Programmatic Model Area Preferences Updating #54

Need a way to have a file that stores the model area preferences that gets loaded/updated on server update - need some way to specify who gets what and make sure it's fully auditable without having to dive into the admin interface. Not sure what's best yet since we don't store predictable IDs.
